Nexus is built upon the First Age city of Hollows. It stands as a monument to human ingenuity, and human greed. It is said that if you can want it, it is sold in Nexus. Whether or not you are willing to pay the accordant price becomes a sticky question.
Nexus is ruled by the Council of Entities, a shadowy group that makes no pretense that their government is much more than a protection racket written large. What laws exist in Nexus exist to satisfy their whims, and to ensure that trade proceeds unfettered. The will of the Council is enforced by a mysterious being known as the Emissary, and stories of him, or it, involve the most amazing of powers. There are but two punishments in Nexus, exile or death, and the death that comes is inevitably strange and gruesome.
Nexus has no standing army of it’s own, instead contracting with numerous mercenary groups. They trade with any and all who wish to, adn facilitate trade between nations across Creation. It is here taht the Confederacy of Rivers meets in council to attempt to resolve politcal dispute.
